This enables the user more musical flexibility without having to time stretch or transpose to meet the needs of their project.
Take this advice with a grain of salt though. TOO many versions of the same riff could be disappointing to someone expecting a larger number of unique riffs.
Finding a middle ground between both practices is ideal. Of course, the quality of your sample pack is important. This means starting with ingredients that are also your own. Whether synthesized, or recorded by yourself it's important you're not just re-packaging pitched-down Amen breaks and selling them as your own samples.
Not only could it land you in trouble and cost you money in copyright claims, it's unlikely to provide any value to anyone else if selling your sample packs is your ultimate goal.
